common: formatting: layout_optimizer.cc: Wrapped hanging_indentation calculation

Wrapped the calculation of hanging_indentation in
TokenPartitionsLayoutOptimizer::CalculateOptimalLayout's kWrap case to
never let the value drop below zero as it later causes a check failure
